Mayor of Dacorum
The Mayor of Dacorum for 2013-14: Councillor Penny Hearn
The Mayor is the first citizen of the Borough and is elected to the post by fellow Councillors at the Borough Council's annual meeting in May each year. The role of Mayor is a non political position and during the mayoral year, a Mayor puts aside council duties to concentrate on the role as the town's first citizen.
In addition to chairing the Council meeting, the Mayor attends many different types of functions throughout the Borough. These include representing the Council at civic functions, receiving dignitaries, attending formal dinners, opening events, church services, talking to clubs and societies and visiting schools. On occasions the Mayor hosts visits to the Mayor's Parlour from various groups / organisations. The Mayor also has a Deputy Mayor to stand in if the Mayor is not available.
The Mayor's correct title is The Worshipful the Mayor of the Borough of Dacorum. After formal introductions, speakers should refer to the Mayor as Madam Mayor.
Mayor's Biographical Details
Councillor Hearn was born in 1946 in Coalville, Leicestershire.
During 1951 she moved to Bushey Heath when her father became a local government officer for the London Borough of Harrow. She received a convent education at Wealdstone and then at Rosary Priory, Bushey Heath.
In 1968 she moved with her family to Tring where she met and married local auctioneer Stephen Hearn. At this time she was working for the London Borough of Harrow Housing Department. Penny and Stephen have three sons and eight grandchildren.
In 1985 Penny was elected to Tring Town Council and during her continuing membership she has been Town Mayor on four occasions and was elected to Dacorum Borough Council in 2008.
In addition to council work Penny served as Chairman of Community Action Dacorum for six years and is currently Chairman of Tring and Berkhamsted Ladies Section of the Royal British Legion.
Penny has always had particular interest in working with young people and is responsible for setting up the Youth Town Council in Tring, the first in Dacorum. Penny has, for many years, been Chairman of the Tring Youth Project which now has its new premises at the Temperance Hall, Tring. Serving on the Borough Council, Penny is currently Vice Chairman of the Appeals Committee. More recently, Penny has filled the role of Deputy Mayor of the Borough.
