Changes to your rent statement

If you live in a block of flats or a supported housing scheme, we've changed the way we charge you for rent and other services. This is known as 'depooling' of rent and service charges.

We made this change in April 2017. The total that you pay each week is no different than if we had continued to charge the whole amount as rent.

The ‘extra’ items such as cleaning, lighting and lift maintenance are now shown as separate charges on your rent statement. Your rent has been reduced by the same amount, so that the total you pay each week remains exactly the same. We will continue to contact you every year to let you know exactly how much you need to pay for rent and service charges.

Here is an example of how this change might affect a tenant living in a high-rise block. Your own payments will vary from the examples shown:

  • Why are we doing this?
    The Government imposed a one per cent cut in rent in 2017 for all our ‘general needs’ tenants. This will be followed by a further one per cent cut in each of the next three years, instead of the small increase that we would like to ask for. The extra services that we provide if you live in a block are inexpensive and basic. We are concerned that we cannot afford to continue providing even these simple standards of cleaning and other services if we have to cut costs. By showing the actual cost separately we can be open and transparent about the payment you make for the service you receive.
  • How will this change affect Housing Benefit?
    If you receive Housing Benefit then the amount will include all our service charges so you won’t notice any difference in what you have to pay. You will continue to pay water rates exactly as you do now.
  • What if I live in a high rise block?
    If you live in a block with a lift then the largest item on your service charge bill will be lift maintenance and replacement. We will include an amount each week to cover the cost of replacing the lift when it reaches the end of its working life. This amount will be the same whether or not the lift is replaced while you live in the block. We will reduce your rent by this amount so there is no difference to what you pay each week.
