Where a neighbourhood plan is being developed in a non-parished area (such as Hemel Hempstead), a neighbourhood forum has to be created. A forum is a group of at least 21 members of the community, who live, work or are elected representatives of the local area.
To apply to become a neighbourhood forum, an application must be made to us. Once the application is approved, the group becomes a 'statutory body' that we must consult when there are planning applications affecting the area covered by the Neighbourhood Plan.

Consultation to designate a Neighbourhood Forum
We received a forum application on 2 November and held a consultation between 20 November 2013 and 3 January 2014. The application included:
- a map showing the approved designated Neighbourhood Plan area. It does not contain any land that is covered by a parish council;
- a statement of how the group making the application can meet the requirements to become a 'qualifying body';
- contact details for the applicant.
Neighbourhood Forum application approved
At our Cabinet meeting on 11 February 2014, the Council approved Grovehill Future's Neighbourhood Forum application and in line with paragraph 10 of the Regulations, we now publish the following information:
(a) The name of the Neighbourhood Forum is Grovehill Future

(b) A copy of the written constitution of the Neighbourhood Forum (see below)
(c) The name of the Neighbourhood Area to which the designation relates is Grovehill Future
(d) The contact details of at least one member of the Neighbourhood Forum.
