Berkhamsted Leisure Centre
In March 2019, our Cabinet considered options for the redevelopment of Berkhamsted Leisure Centre, including refurbishing the existing centre or building a new one. A new-build leisure centre was selected as the preferred option and a construction partner was selected to help develop the proposal in more detail.
Extensive consultation was carried out with stakeholders including Sport England, sports groups and local schools which helped to shape the proposals for the new leisure centre. This was followed by a public consultation in February 2022.
Since the initial decision to proceed with exploring the new-build option, a number of factors, (including the ongoing impact in leisure of COVID-19, inflation rises and the increase in energy prices), have occurred which have impacted considerably on the cost of delivering the new-build proposal.
In view of this, we will be revisiting all the options available for Berkhamsted Leisure Centre. We will consider all the feedback that has been provided by stakeholders and the public as part of this process and are still committed to providing an improved and modernised leisure facility for Berkhamsted. The outcome of the options appraisal will be decided in July 2023.
Old Fishery Lane, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to alter the existing parking arrangements on Old Fishery Lane in Hemel Hempstead, consisting of the introduction of:
- Additional no waiting at any time (double yellow line) restrictions
Concerns had been raised about inappropriate parking on Old Fishery Lane near to its bridge over the Grand Union Canal and with regards to vehicles parked in the turning head south of the canal bridge.
We carried out a consultation with residents and businesses who would be affected by the proposals, as well as a consultation with the statutory consultees. The consultation took place over a four-week period from 17 November 2022 to 15 December 2022.
The proposals
The proposed alterations to the existing parking arrangements on Old Fishery Lane, are shown in Appendix A and outlined below:
- Introducing no waiting at any time (double yellow Line) restrictions along both sides of the carriageway south of the canal bridge and into the turning head.
This aims to prevent inappropriate parking close to the canal bridge and stop private accesses and the turning head being obstructed. It also ensures the safe movement of traffic and improves road safety and amenity in the vicinity.

Anchor Lane and Beechfield Road, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on proposals to alter the existing parking arrangements on Anchor Lane and Beechfield Road in Hemel Hempstead, consisting of the introduction of:
- Additional no waiting at any time (double yellow line) restrictions
- New no waiting at any time (double yellow line) restrictions to replace existing no waiting Monday to Friday 8.30am to 4.30pm (single yellow line) restrictions.
The proposals
Concerns had been raised that vehicles were parking on the pavement and road on Anchor Lane, near to its junction with Heath Lane, and also close to the mini roundabout junction between Anchor Lane and Beechfield Road, and on the grass verge on Beechfield Road.
These measures are being proposed for the following reasons:
- To prevent inappropriate parking close to the junction of Anchor Lane and Heath Lane
- To prevent inappropriate parking at or near to the mini roundabout junction of Anchor Lane and Beechfield Road
- To prevent parking on the grass verge along Beechfield Road
- To prevent double parking in the vicinity of the junction
- To ensure the safe, convenient movement of traffic
- To generally improve road safety and amenity at the junction.
Residents and businesses affected by the proposals were consulted between 29 September 2022 and 27 October 2022. A letter and plan was posted directly, which explained the proposals and the reasoning behind them. Consultees were able to respond via email or post. See Appendix B below.
The Statutory Consultees were consulted between 3 November 2022 and 24 November 2022. A letter and plan were emailed directly, and consultees were invited to submit any comments via email. See Appendix C below.

The Denes, Pinecroft, Barnacres Road and Georgewood Road in Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to alter the existing parking arrangements at The Denes, Pinecroft, Barnacres Road and Georgewood Road in Hemel Hempstead.
Concerns had also been raised in relation to the turnover of spaces in The Denes, lack of spaces for the residents to park in the evenings and disabled parking provision.
There were also been concerns that the entrance and exit to The Denes and Barnacres Road, near to its junction with Georgewood Road, were currently unrestricted, meaning that vehicles could park there, causing severe difficulties for passing traffic.
Residents and businesses affected by the proposals were consulted over a four-week period from 27 July 2022 to 19 August 2022. The statutory consultees were consulted from 4 August 2022 to 23 August 2022.
The proposals
The proposed measures include the following:
- Introducing no waiting at any time (double yellow line) restrictions on the north side of Pinecroft at the entrance to The Denes, on both sides of Barnacres Road between Pinecroft, and The Denes northern access as well as at the junction of Georgewood Road and Barnacres Road.
- Introducing limited waiting (Monday to Sunday, 8am to 7pm, two hours, no return within two hours) parking bays in The Denes.
- Retain the two disabled badge holders only spaces in The Denes.

Elm Grove, Berkhamsted
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the proposal to alter the existing parking arrangements at Elm Grove, Berkhamsted by introducing:
- A permit parking area (Controlled Parking Zone F) - permitting only permit holders to park in that area.
- Additional no-waiting-at-any-time (double yellow line) restrictions - to prevent parking on both sides of Elm Grove.
Concerns had been raised that non-resident vehicles (consisting of shoppers and commuters) were parking on Elm Grove, meaning residents were unable to park near to their properties.
Residents and businesses affected by the proposals were consulted over a four-week period from 12 August 2022 to 9 September 2022. The statutory consultees were consulted between 15 August 2022 and 5 September 2022.
The proposals
These measures are also being proposed for the following reasons:
- To prevent double parking on Elm Grove
- To enable residents to park close to their homes by preventing commuters/shoppers parking on the road (whom would not be eligible for a permit)
- To prevent parking at the junction of Elm Grove and A4251 High Street
- To generally improve the safety and navigability of Elm Grove for road users

Barbers Walk, Cobbetts Ride, Abstacle Hill and Miswell Lane, Tring
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and businesses of Barbers Walk, Abstacle Hill, Miswell Lane and Cobbetts Ride in Tring on the proposal to introduce parking restrictions. This was in response to concerns raised by residents regarding commuter parking and the lack of available parking for residents on street as well as inappropriate parking by commuters.
Reasons for the proposals
- To prioritise on-street parking for residents and dissuade commuter parking
- To prevent parked vehicles causing an obstruction or access issues, especially at junctions
- To prevent parked vehicles blocking footways, forcing pedestrians to walk on the highway
- Sight lines for pedestrians crossing the road are currently being obscured by parked vehicles
- To avoid danger to persons or other traffic using the roads, or any other roads, or for preventing the likelihood of any such danger arising
- For the preservation and improvement of the amenity of the areas concerned.
Proposed restrictions
- No waiting at any time (double yellow line) restrictions
- No waiting Monday to Friday, 11am to 1pm (single yellow line) restrictions.
Stakeholders affected by the proposals were consulted from Wednesday 15 June 2022 to Friday 15 July 2022.

Station Road, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult with stakeholders including residents, businesses and statutory consultees as concerns have been raised regarding the current gap in the existing no-waiting-at-any-time (double yellow line) restrictions on Station Road on the approach to The Plough (Magic) Roundabout.
Currently, vehicles are parking on the verge and occasionally straddling the verge and the road itself. This is impeding visibility for vehicles attempting to pull out from Cotterells and is causing an obstruction to passing traffic on Station Road, both of which have contributed to concerns about road safety at this location.
Proposed restrictions
- To prevent inappropriate and dangerous parking, no-waiting-at-any-time (double yellow line) restrictions are proposed.

A consultation was held between Wednesday 22 June 2022 until noon on Thursday 21 July 2022. During this process, site notices and plans were attached to street furniture on site, the Notice of Proposal documents were made available on our website, and they were also published in the Hemel Hempstead Gazette. A copy of the Site Notice and Plan was also directly posted to residents and businesses of the area - a total of 297 addresses.
A copy of the Notice of Proposal document package was sent to all statutory consultees. A copy of this is included as Appendix B.
Waterhouse Street Taxi Rank, Hemel Hempstead
We worked with ADL Traffic and Highways Engineering Ltd to consult residents and business on the proposal to convert a section of the existing taxi rank on Waterhouse Street in Hemel Hempstead into pay-to-park bays and disabled badge holder-only bays.
Evidence suggests that the current taxi rank is not being used anywhere near capacity. This length of space could therefore be used more efficiently.
Residents and businesses affected by the proposals were consulted over a four-week period from 25 March 2022 to 18 April 2022. A letter and plan (see Appendix B below) were posted directly, which explained the proposals and the reasoning behind them. Consultees were able to respond via email or post.
The statutory consultees were consulted over the period from 23 March 2022 to 18 April 2022. A letter and plan were emailed directly, and consultees were invited to submit any comments via email. There was a total of 19 consultees. The letter sent is included as Appendix C (see below). There was a total of 19 consultees.
The proposals
The proposed alterations to the existing parking arrangements on Waterhouse Street are shown in Appendix A and outlined below:
- To provide more parking provision for members of the public using the town centre
- To increase the town's provision of disabled parking.
The proposal comprises the provision of the following:
- Proposed disabled parking bay: Monday to Sunday (8am to 8pm), three hours no return within two hours (seven bays)
- Proposed pay-to-park bay: Monday to Saturday (8am to 6pm) one hour no return within one hour (approximately seven spaces).

Marlowes, Hemel Hempstead
Between 15 October 2021 and 12 November 2021 we worked in partnership with ADL Traffic and Highways Engineering Ltd to consult residents and businesses on the introduction of parking restrictions.
Residents, local businesses and bus drivers had voiced concerns regarding the safety of pedestrians and vehicles as a result of inappropriate parking on Marlowes, Hemel Hempstead. Following a review of the parking arrangements we proposed a series of changes. Details of these and the initial consultation can be found below (2021 consultations).
We've now worked with ADL Traffic and Highways Engineering Ltd again to formally consult residents and businesses on the introduction of parking restrictions, including the following documents:
