Penalty Charge Notices (parking tickets)

We enforce parking restrictions on streets and in council-run car parks. Saba Park Services UK Limited handles this for us. Our Civil Enforcement Officers (formerly traffic wardens) issue Penalty Charge Notices (PCNs) to motorists who park incorrectly.

Pay a parking ticket

Serious contraventions: for example, parking in a bus stop or on a double yellow line.

  • Penalty: £70
  • Reduced to £35 if paid within 14 days.

Less serious contraventions: for example, parking with an expired pay-and-display ticket.

  • Penalty: £50
  • Reduced to £25 if paid within 14 days.

Important: If you want to challenge a parking ticket, do not pay it until you receive our response. If you pay, we cannot accept your challenge.

Regulation 10 Penalty Charge Notices

Current process

Our Civil Enforcement Officers (CEOs) issue Regulation 9 Penalty Charge Notices (PCN), which must be attached to the vehicle or handed to the driver.

New process

If a CEO starts to issue a PCN but is stopped because the driver returns and drives away or behaves abusively, the PCN is not pursued further. To address this, we are introducing Regulation 10 Penalty Charge Notices.

What is a Regulation 10 Penalty Charge Notice?

A Regulation 10 PCN is sent by post to the registered owner of the vehicle rather than fixed to a vehicle. This will happen if:

  • The CEO tried to attach the PCN to the vehicle but was prevented by someone
  • The CEO couldn't serve the PCN because the vehicle was driven away.

Regulation 10 PCNs are designed to reduce evaded notices and support our CEOs. Motorists who try to avoid a PCN by driving away or being threatening will receive the notice by mail.

CEOs will continue to issue Regulation 9 PCNs but can now also issue Regulation 10 PCNs when necessary.
