Private landlords and managing agents
We are now completing property inspections as normal, where safe to do so, as we have a duty to ensure the safety of the occupiers.
Our officers may ask that all tenants, landlords and managing agents should complete a COVID-19 pre-visit questionnaire for all occupants of the property and also any landlord or managing agent who will be present at the inspection. We ask for your cooperation if this is requested.
If we are unable to access the property following a completed COVID-19 pre-visit questionnaire, where possible we will ask for videos/photos of complaints or disrepair. This is to assist in identifying the issues, assessing the risk and finding ways to resolve issues. We consider each situation on a case-by-case basis and take into account available staff resources.

You continue to have a responsibility to take reasonable steps to ensure that your properties are legally compliant, but you also have a duty to protect yourself, your staff and your tenants.

If tenants are exhibiting symptoms of COVID-19, then inspections of properties and any necessary remedial works should only be carried out in response to emergency situations and in accordance with the recommended hygiene practices.
