What is a Brownfield Land Register?

The Government is committed to maximising the number of new homes built on suitable brownfield land and has set out its intention to ensure that 90 per cent of suitable brownfield sites have planning permission for housing by 2020.

The Housing and Planning Act (May 2016) makes provision for local authorities to prepare, maintain and publish a register of brownfield land. The register should identify previously developed sites in the district that we have assessed as being suitable for housing.

The register should comprise a standard set of information, prescribed by the Government, that will be kept up to date, and made publicly available, to help provide certainty for developers and communities and encourage investment in local areas. The registers will then be used to monitor the Government’s commitment to the delivery of brownfield sites.

What is brownfield land?

"Brownfield" (previously developed land) land is defined in Annex 2 of the National Planning Policy Framework as:

"Land which is or was occupied by a permanent structure, including the curtilage of the developed land (although it should not be assumed that the whole of the curtilage should be developed) and any associated fixed surface infrastructure. This excludes land that is or has been occupied by agricultural or forestry buildings; land that has been developed for minerals extraction or waste disposal by landfill purposes where provision for restoration has been made through development control procedures; land in built-up areas such as private residential gardens, parks, recreation grounds and allotments; and land that was previously developed, but where the remains of the permanent structure have blended into the landscape in the process of time."

Our brownfield register (BFR) aims to provide publicly available information on all known brownfield sites. It will contain data and maps of sites identified from site submissions and collated from the existing data sources of Dacorum's Strategic Housing Land Availability Assessment (SHLAA), existing planning permissions and pending planning decisions. This register will be updated as new site information comes forward, and to remove sites where development has taken place.

Brownfield Land Register 2017 to 2021

Our first Brownfield Land Register (and supporting documents) was published on 30 December 2017 (site references BLR/001 to BLR/026).

The Brownfield Land Register was published on 20 December 2021. This is now combined with the 2017-2020 Brownfield Land Registers and site references BLR/016, BLR/027, BLR/028 and BLR/038 are removed from the Register. Please see documents below.

The register is in two parts. Part 1 is a comprehensive list of identified brownfield sites, while Part 2 is a list of sites we think is appropriate to give Permission in Principle. These will be housing-led developments, identified using set criteria and consultation.

Please note: there are no Part 2 sites listed for the years 2017 to 2021.
